Straw to Prison warders: I'm taking the ball away....

Let me see if I get this right?
Jack Straw is proposing re-introducing the strike ban on prison officers following the prison officers staging wildcat strikes last August.
Jack goes on to say that he's hoping that the existing voluntary no-strike agreement would be renewed, but if the prison officers refuse, he'll bring back the strike ban.

So: It's okay to repeal the no-strike ban as long as the prison officers promise to never, ever strike.
Any moves to actually strike, legitimate or not will be met, quickly and simply, by Jack taking the ball away.

That seems fair and reasonable.
